CJCC, established through the unconditional grant-aid of the Government of Japan under the cooperation between the Japan International Cooperation Agency (JICA) and the Royal Government of Cambodia, has officially operated since April 1st 2004. The main objectives of the CJCC are to effectively train and enhance human capitals with international standard in order to respond to the labor market needs and recent socio-economic development in the country; and to continue strengthening and expanding mutual understanding and cooperation between Japan and Cambodia through the three main activities: Human Resource Development Courses, Japanese Language Courses, and Exchange Programs.

All courses are taught by well-known and experienced Japanese professors, foreign experts and experienced professors from other countries, and qualified and competent Cambodian lecturers/professors to ensures that trainees will gain specific skills, relevant knowledge and practical know-how, which can be utilized for economic development in Cambodia. In addition, with international standard of education provided at CJCC, trainees will be able to manage their own businesses and to engage in much higher level of competition in the region and the globe.

With continuous support from Japan ODA, JICA, The Embassy of Japan in Cambodia, Ministry of Education, Youth and Sport, Cambodia, CJCC's Join Coordination Committee, Managing Committee, management team and all staff members, I have a strong conviction that CJCC, in its Phase II, will continue to thrive and is capable to realize its main mission—to bring Japan and Cambodia closer through various Japanese language programs and cultural activities; to boost Cambodia's economy through development of high-skilled and entrepreneurial human resources in business and other relevant sectors; as well as to provide excellent services to the public.

CJCC, therefore, would like to warmly welcome students, businesspersons, new entrepreneurs, civil servants, and individuals from any institution to our centre to upgrade yourself for your career's development. Simultaneously, CJCC would like to earnestly welcome supports, contributions, comments and feedbacks in any form from our local and international visitors so that we could further improve our programs and services.

Finally, it is noticeable that the centre's great achievements thus far are the result of tireless efforts contributed by many very committed individuals and organizations. I, thus, wish to appreciate and thank the CJCC's steering committee; former director, chief advisors, coordinators, experts, lecturers and all staff members for their strong leadership, management, commitments and determination. My sincere gratitude goes to the Government and People of Japan represented by Japan ODA and JICA in Cambodia for their strategic guidance and continuous support.

CJCC is an important symbol of friendship and goodwill of the people of Cambodia and Japan. I appreciate the extraordinary serious effort of all the committed Cambodian colleagues since inception. As CJCC is under Cambodian ownership, I will be happy to work closely with all CJCC associates as an advisor.

For the Phase Ⅱ of the Project, there are expectations and challenges. CJCC has already established its legal and institutional framework. Therefore, it is time to strengthen even more demanding service responding rapidly striving Cambodian economics.

The objective of CJCC is to provide "the Meeting Place" to Cambodian people who eagerly want to train themselves to enhance business capabilities learning through Japanese knowledge and experiences.
